Recreational drug use - Encyclopedia.WorldSearch   (Site not responding. Last check: 2007-11-07)
Recreational drug use is the use of psychoactive drugs for recreational rather than medical or spiritual purposes, although the distinction is not always clear.
A distinction must be made from (recreational) drug use and drug abuse, although there is much controversy on where the dividing line lies on the spectrum from a drug user to a drug abuser.
Recreational use of opium (extracted from the immature fruits of a species of poppy) was once common in Asia, and from there spread to the West.

Bureau of Justice Statistics, Drugs and Crime Facts: Drug Use and Crime
Drug offenders (42%) and property offenders (37%) reported the highest incidence of drug use at the time of the offense.
In 1997 this gap in prior drug use was narrowed, as the percentage of Federal inmates reporting past drug use rose to 73%, compared to 83% of State inmates.
This increase was mostly due to a rise in the percentage of Federal prisoners reporting prior use of marijuana (from 53% in 1991 to 65% in 1997) and cocaine-based drugs (from 37% in 1991 to 45% in 1997).

Drug Use and Justice: An Examination of California Drug Policy Enforcement
Even more surprising, while a drug dealer or manufacturer was much more likely to be imprisoned than a drug possession offender in the 1980s and before, today an offender arrested for low-level drug possession is considerably more likely to be imprisoned than one arrested for felony drug manufacture or sale.
Correlational analysis is used to determine the relationship between increased rates of arrest and imprisonments for drugs and crime and drug abuse death rates by county.
Increased drug arrests and imprisonment are not correlated with decreases in violent and property crime (in fact, they are more likely to be associated with increases), and high levels of drug arrests and imprisonment are not associated with lower rates of crime (the results are entirely random).

Drug use refers to the use of a drug in such a manner that it achieves the purposes for which it was taken with minimal hazard to the user or others around the user.
Social/recreational use of drugs has been defined as use that occurs within social settings and is motivated by a desire to share pleasurable experiences among friends.
Both definitions imply that the person choosing to use psychoactive drugs in a social/recreational context has the responsibility of using the drugs with minimal hazard and of contributing to the pleasurable experience of being with friends in a social setting.

HIV Prevention & injecting drug use
Because injecting drug use is illegal in most countries, it is hard to know exactly how many people inject drugs and how many share their equipment.
For injecting drug users using such programmes, they decrease the proportion of needles and syringes that are contaminated, reducing the likelihood of HIV transmission.
There is clear evidence that syringe and needle exchange schemes neither increase drug use as a result of providing access to sterile equipment, nor increase the frequency of injection among those using such schemes, or the number of new initiates to injecting drug use.

eMedicine - Injecting Drug Use : Article by Gloria J Baciewicz, MD   (Site not responding. Last check: 2007-11-07)
Injecting drug use is associated with many local and systemic complications for the individual and also is associated with the transmission of infectious diseases via needle sharing and sexual activity.
Injecting drug use is a popular route of drug administration because the injected substance has almost 100% bioavailability, and the onset of the drug high is fairly rapid, generally 15-30 seconds.
To reduce risks associated with injecting drug use, clinicians and public health workers must raise awareness of the health consequences and risks of injection, make contact with the target population by improving access and outreach, provide the means to change risky behavior, and gain political and community support for the measures introduced.
