In practice, regional penlops, or governors, often ran administered their districts in defiance of the power of the Desi Druks, until the rise of the unified monarchy in the early 20th century.
The monarchy was established in 1907, unifying the country under the control of the Wangchuck family, the traditional penlops of Trongsa district.
The king of Bhutan is formally known as the Druk Gyalpo, the Dragon King.

Although the Druk Gyalpo could issue royal decrees and exercise veto power over resolutions passed by the National Assembly, its establishment was a major move toward a constitutional monarchy.
Although he did nothing to undermine the retention of the Wangchuck dynasty, the Druk Gyalpo in 1969 called for a triennial vote of confidence by the National Assembly (later abolished by his successor) to renew the Druk Gyalpo's mandate to rule.

After his accession to the throne in 1972, the new Druk Gyalpo was assisted by his uncle, Dasho (Prince) Namgyal Wangchuck, and his elder sisters, Ashi Sonam Chhoden Wangchuck and Ashi Dechen Wangmo Wangchuck, who served in the ministries of finance and development as the Druk Gyalpo's representatives.
The Druk Gyalpo was accused of "cultural suppression," and his government was charged by antigovernment leaders with human rights violations, including the torture of prisoners; arbitrary arrest and detention; denial of due process; and restrictions of freedoms of speech and press, peaceful organization and assembly, and workers' rights.
In 1960 the Druk Gyalpo had said that Bhutan was not 100 percent independent because of the 1949 treaty, and until Bhutan emerged into the world of international diplomacy by joining the UN in 1971, Article 2 of the treaty seemed intact.
