A drum brake is a brake (A restraint used to slow or stop a vehicle) in which the friction (The resistance encountered when one body is moved in contact with another) is caused by a set of shoes or pads that press against the inner surface of a rotating drum.
The shoes in drum brakes are subject to wear and the brakes needed to be adjusted regularly until the 1950's introduction of self adjusting drum brakes.
Drum brakes with internal shoes have a particular disadvantage; when the drums are heated by hard braking the diameter of the drum increases due to the expansion of the material and the brakes must be further depressed to obtain effective braking action.

 Drum Brake Adjustment Procedure
As you apply the brakes there is only so much travel in the master cylinder's piston stroke, thus moving the fluid through the lines, wheel cylinder, etc. If the slack isn't taken up by proper adjustment, you waste all or part of that movement.
The idea is that if your drums have been turned (machined) too much, or are worn past their limit, the contours won't match and only part of the shoe friction surface will hit the drum.
Front brakes: Take a rasp or heavy file and cut a 45 degree bevel, 1/4 inch (6 mm) wide across both end edges of each brake shoe friction surface front and rear (this will help to keep the shoes from grabbing).

I chose to buy the hardware for the 84 Lincoln (the only real difference is the two springs that hold down the brake shoes via the "nails") because they were in stock and the 68 set wasn't.
In the second picture you can see the difference in the sizes of the brake drums and the shoes, and also see how the 84 Lincoln drums have the fins for cooling.
Here's Autozone's part numbers for the drums and shoes: Drums 8896 $54.99 Shoes 481 $10.99 I don't have any scientific data for whether or not this conversion really helps braking, but I can say that when I had 4 wheel drum brakes I was on more than one occasion literally scared for my life.

Anticipating your braking can also help; in other words, do not panic brake, but start feathering (alternate rapidly: on/off, front/rear) brakes before you are into a full-tilt descent.
Of course installing a drum brake as a drag/third brake with stoker control lever would also alleviate your problem, but would cost more and add considerable weight to the back wheel.

The problem I am having is the drum couldn't fit around the studs.
I agree, the drum registers on the axle center not the studs.
