Drzavni svet je zastopstvo nosilcev socialnih, gospodarskih, poklicnih in lokalnih interesov.
Drzavni zbor mora predlagano spremembo ustave predloziti v sprejem volilcem na referendumu ce to zahteva najmanj trideset poslancev.
