Light rail traces its pedigree to street railways, whereas rapid transit (metro) technology evolved from steam commuter operations, such as were seen in London, New York City, and Chicago.
Light rail systems are generally cheaper to build than heavy rail, since the infrastructure is relatively insubstantial, and tunnels used in most metro systems are generally not required.

Light Rail differs from regular train services because it is integrated with road traffic and often shares space with other vehicles.
The RPA was established by the Transport (Railway Infrastructure) Act 2001 as a standalone, semi-state organisation responsible for the procurement of railway infrastructure systems.
Now that Luas has been successfully launched in Dublin, the RPA is turning its attention to other projects including the development of two new light rail projects with the extension of Line B (Green Line) to Cherrywood and Line A (Red Line) to the Point Depot.

It is one of 450 light rail systems operating in cities around the world.
Originally under the organisation of Córas Iompair Éireann, the project was moved to the Railway Procurement Agency upon that body's inception, whilst it is operated by Veolia Transport Ireland (formerly known as Connex).
The international standard rail gauge of 1435 mm (4' 8½") is used, rather than the Irish 1,600 mm (5' 3").

A report published today says Dublin's planned light rail system could be carrying its first passengers by the end of 2002.
The report by the LUAS Advisory Action Group says that services could be running on one section of the network, between Sandyford and the Grand Canal, in less than three years' time.
However, the advisory group says that work on the line to Dublin airport could be progressing faster and it will be at least five years before that line is completed.
