The private owners of the 14-mile Dulles Greenway in Loudoun County announced yesterday that they will spend more than $71.6 million to expand part of the artery from four to six lanes, build two new exits and improve roads near the highway.
When it opened in 1995, the Dulles Greenway, which stretches from Leesburg to Dulles International Airport, was the state's first privately funded toll road since 1816.
But critics charge that rather than alleviating traffic, the Greenway is partly to blame for the rapid conversion of rural farmland into housing developments on the region's outer edge, as far away as West Virginia.

The Dulles Greenway is a 14 mile extension of the Dulles Toll Toad.
The Dulles Greenway was built by and is owned by a private corporation by the name of Toll Road Investors Partnership II (TRIP II).
I don't know whether this is because of the combined tolls of the Dulles Toll Road and the Dulles Greenway or because the Greenway goes directly to Leesburg and doesn't serve the communities on VA 28 north of the Greenway and those communities on VA 7.

 Dulles Greenway Tolls - Get There
The private group that owns the Dulles Greenway announced yesterday evening that it wants to raise tolls almost yearly between now and 2012, when the rush hour rate would be $4.80.
But as for a road like the Greenway, I suppose what it boils down to in the end is what your time is worth to you (assuming that the road is faster, of course).
Consider that when the original Dulles Toll Road first opened everyone said how expensive it was because it charged 85¢ to go from the Beltway to Route 28, and compared with the New Jersey Turnpike or the New York Thruway that is a very expensive toll per mile.

On Sunday, May 22, 2005, a 25¢ toll increase took effect on the Dulles Toll Road, and the revenue will be dedicated to the extension of Metrorail from East Falls Church to Route 772 in Loudoun County.
Beginning Sunday, May 22, 2005, Dulles Toll Road tolls increased from 50¢ to 75¢ at the main toll plaza and from 25¢ to 50¢ at entrance and exit ramps.
This 25¢ increase means that the state and local funding shares for Phase 1 and a portion of Phase 2 of the project have been identified and secured.
