In reaction, a crew was dispatched to Duluth to relocate the horns to the roof and shrouded them with a large wood and iron parabolic reflector in an attempt to direct the sound out to sea, and away from the city.
Almost immediately, Duluth residents were "up in arms" at the noise emanating from the diaphone, writing letters to the editor of the local newspaper, the Chamber of Commerce, the US Bureau of Lighthouses, and even to Herbert Hoover, who was serving as that Secretary of Commerce at the time.
