Duma is a fallen angel from the DC Vertigo series The Sandman, created by the British author Neil Gaiman.
It is unknown how much of Duma's background from Jewish mythology that Gaiman actually incorporated into the character (in fact Duma's role as the vindicator was taken by another DC Character, the Spectre, who also entered in contact with Duma).
It is thus that Remiel and Duma become the guardians of the Sandman mythos' Hell.

While Neil Gaiman initially set the Sandman series in the DCU and paid attention to continuity, it has since become refered to as the "Gaimanverse" and any links to the DCU or even other Vertigo comics such as Hellblazer are pretty much up to editor/creator discretion and don't have any lasting impact.
An extreme example of this is that Lyta Hall (mother of the current incarnation of Dream...the sandman) appeared in a graphic novel called "The Furies" written by Mike Carey for Vertigo at the same time she was making a return to her super hero roots in the pages JSA.
Duma gave it to him at the end of Lucifer #55.

Duma I'd always heard referred to as the angel of dreams, and his name means "sleep," though it's true that he never speaks to mortals or to anyone but the Lord of Hosts and GOD Himself.
Sandman companion has loads, but the best one I find for ideas and reference points is the Osxord English Dictionary and a baby's book of names...
I read somewhere Neil saying that the "Creator" in the sandman is NOT the juedo-christian god, as we have known him in the bible and the texts.
