A dumb terminal in computing consists of a computer screen and keyboard, but practically no processing ability.
Dumb terminals, sometimes dubbed glass teletypes, display text on a screen, usually in monochrome, and allow the user to send commands (see stimulus protocol) to the server computer to input or display data, or to perform some action.
Basically, such smart terminals (often referred to as network computers or thin clients) are low-cost PC platforms with no external storage like hard disks or CD-ROM drives booting from a server in the network.

Therefore, since both of these (the terminal and the computer) want to send characters on pin 2 and receive on pin 3 for (DB25 connections), it is necessary to use a null modem, or a crossed cable (at least 2 and 3 swapped) for the computer and the terminal to be able to communicate.
You generally can't print graphics through a terminal- often certain bytes won't be passed at all, and of course there's always the magic sequence that tells it to stop doing transparent print: that definitely can't be in the data.

I think basically they are computers that do nothing for themselves, but instead are just used to connect to a server, people will use the dumb terminal to log into that.
The dumb terminal is bumb because it does nothing itself, just acts as an interface for users to use the server.

Normally 38400 is the max in which you would connect a "dumb" terminal since more than likely you are using a text based application.
