Approval of the national overview document should rest with the Parliament itself and it should be reviewed and updated every four years, between the Parliamentary elections, to reflect the administration’s priorities.
We do not consider at this time that parliament should actually approve the document which is part way towards creating a form of statutory document for which the text itself is law, such as that prepared for the National Plan in Holland.
The parliament and, in particular the Transport and Environment committee must have a key role to play in debating the direction and content of the overview document with final approval lying with the appropriate Scottish Minister.

Dundee East is a constituency of the House of Commons of the Parliament of the United Kingdom (Westminster).
Prior to the 2005 election, both constituencies were entirely within the city area, and north-eastern and north-western areas of the city were within the Angus constituency.
Although estimates of the 2001 general election result on the new boundaries showed Labour ahead, the lead was exceptionally narrow, and after the SNP won the Scottish Parliament seat on the original boundaries in 2003, a close fight was expected (and occurred) in the 2005 general election.

If constituencies with a smaller population were considered necessary in smaller area then the number of MPs could be reduced in the same proportion.
