Keep in mind God allowed the horror, terror, and debauchery of the Roman empire to exist for circa 1500 years, even during the time of Christ on Earth; Rome, et al., later persecuting and killing believers.
At the same time, Rome was constructing roads and developing sea lanes throughout the known world.
If it had not been for that infrastructure the Gospels of Jesus Christ and Paul's epistles would not have been made known to the known world at the time.
