It was a victory in the same sense that the Germans won the battle for Normandy by escaping the Falaise pocket or won the Battle of the Bulge by avoiding being surrounded and destroyed.

The evacuation also provided a critical boost to British morale, a propaganda victory in the battle for international support, and a useful cover story for the myth that the French were solely responsible for the defeat and there was absolutely nothing wrong the with British Army.

Battle of Dunkirk - Definition, explanation
The Battle of Dunkirk (French: Bataille de Dunkerque) was a major battle during World War II which lasted from around May 26 to June 4, 1940.
On May 29 there was an unexpected reprieve: the German armour stopped its advance on Dunkirk leaving the operation to the slower infantry, and the Luftwaffe (Hermann Göring, then in great favour with Adolf Hitler, had promised air power alone could win the battle) but due to problems only 14,000 men were evacuated that day.
Some of the evacuated troops, both French and British, were shipped straight back to the battle of France via ports in Normandy and Britanny, where most were killed or captured.

The Dunkirk evacuation, also known as the Miracle of Dunkirk and codenamed Operation Dynamo by the British, was the large evacuation of Allied soldiers from May 26 to June 4, 1940, during the Battle of Dunkirk.
Though the "Miracle of the Little Ships" is a prominent folk memory in Britain (and a great morale booster for the time), over 80% of the evacuated troops actually embarked from the harbour's protective mole onto the 42 destroyers and other large ships.
Subsequently, Churchill referred to the outcome as a "miracle" and exhortations to the "Dunkirk spirit" — of triumphing in the face of adversity — are still heard in Britain today.
