  Durham Report
Durham Report, completed January 1839 and officially presented to the Colonial Office 4 February 1839 by John George Lambton, the earl of DURHAM.
Durham's 2 main recommendations - RESPONSIBLE GOVERNMENT and union of Upper and Lower Canada - emerged from an analysis of the causes of the rebellions.
Durham's report was condemned by Upper Canada's Tory elite, but Reformers in UC and NS hailed the idea of responsible government.

Report on the Affairs of British North America (1839) - Wikipedia, the free encyclopedia
The Report on the Affairs of British North America, commonly known as Lord Durham's Report, is an important document in the history of Quebec, Canada and the British Empire.
The notable British Whig politician John George Lambton, 1st Earl of Durham, was sent to the Canadas in 1838 to investigate and report on the causes of the rebellions of 1837-38.
Durham wrote that he had assumed he would find that the rebellions were based on liberalism and economics, but he eventually concluded that the real problem was the ethnic conflict between French and English.

 Lord Durham's Report
In the aftermath of the rebellion, the British named John George Lambton, Lord Durham, Governor General of British North America and asked him to report on the situation in the colonies.
It was disdainful of the French and what Durham called "their vain hopes of nationality." In order to create an English-speaking majority, he urged that Lower Canada be joined to Upper Canada (Ontario) as the United Province of Canada.
Secondly, Durham recommended that the colonies be allowed more independence from the Mother Country, that the elected Assembly should choose the members of the Executive Council, and that the governor should follow the direction of the council.

newsobserver.com | Duke report draws retort from Durham
DURHAM - Duke University administrators appear to have based their response to rape accusations against lacrosse players on a cell phone conversation overheard on a hospital loading dock.
An internal report filed by a Duke police officer March 14, shortly after a woman told emergency room workers she was raped, says the accuser initially said she was attacked by 20 men before changing it to three men.
They concluded that Duke's administrative response to the situation was hampered by the reports that Durham police were skeptical of the rape accusations.

Report: Durham police questioned Duke accuser's credibility - CBS SportsLine.com
DURHAM, N.C. -- Duke's response to rape allegations involving members of the men's lacrosse team was too slow and relied too heavily on secondhand information, a report commissioned by the university has found.
That included assertions by Durham police that the accuser "kept changing her story and was not credible," the report released Monday said.
The report said Duke's response was further limited by its lack of diversity in senior management; Brodhead and his close advisers are almost all white men.

The report recommends that the Durham authority be required to repay the federal government all that money.
But the auditors expressed doubt that even if buyers for the properties could be found that a sale would generate enough revenue in time to stave off the collapse of the cash-strapped agency.
