At Beauxbatons it would have to be French, but although "Durmstrang" sounds German, the Durmstrang students we meet are all of Slavic ancestry as far as we know.
On the other hand, the only Durmstrang types we get to meet have Slavic-sounding names (although this, in itself, doesn't necessarily mean much; there was a lot more movement between countries in Eastern Europe than most people are aware of in the U.S.) so the language used may be one of the Slavic tongues.
Durmstrang could well have been founded by German-speaking wizards about the same time Hogwarts was founded, but now, thanks to Muggle politics, be dominated to such an extent by Slavic-speakers that the language of instruction itself has changed.

Last summer I formulated that Durmstrang is in Estonia, which is part of this theory, but since then I've looked into it some more (and took a Soviet Politics class, to boot) and have several possiblities.
I think Durmstrang was a school created for German and Slavic students, just as Hogwarts is for students in the British Empire and Beauxbaton is for those of French descent/in that region.
The matted fur of the Durmstrang cloak is possibly reindeer, a common delicacy/fur provider in Finland, which is just across the gulf from Estonia (they are only 60km apart in distance).

Draco said he could have gone to Durmstrang, but does this to do with his father's connections or does the the school actually recruit students that far away from it's borders.
How long he taught at Durmstrang and/or was the Headmaster is unknown (at least as long as Draco's been at Hogwarts).
Karkaroff arrived with the Durmstrang students at Hogwarts for the 1994-1995 TriWizard Tournament.
