		Dustwallow marsh is the best place at the moment, but I hope you have a lot of time on your hands, these things area rare spawn and don't even skin scales 100% of the time.
		I was level 49 and went to do the fishing quest in dustwallow, abd on the way there i killed a turtle for fun and he gave me a turlte scale.

		Dustwallow sux for the horde theres four quests two of which are elite and thats it I bother to look for.
		This is intresting because Dustwallow is not an instance, it is a zone on Kalimador.(Edit: it showed up under instances too)
		The cave to Onyxia's lair is somewhere in dustwallow as well.

		As I'm still avoiding the horrible Stranglethorn Vale, I'm discovering level 40 quests in other places, some of which were even new to me. One very nice, hidden, level 40 quest is in the Dustwallow Marsh.
		From that starts a quest where you boil the head in a troll voodoo cauldron in Grom'Gol to make him speak, which then gives you a quest to find a necklace from crab men in Dustwallow Marsh.
		A few months ago I did the mound-of-dirt quest line but got stuck at the necklace from crab men in Dustwallow Marsh.

		I checked the areas I remembered and started to recall what I did in them, and invariably managed to give low scores to those regions that have impossibly-high mountains for no good reason along the coast to force you into the "Blizzard-approved Right Path".
		You can climb the "mountains" between the Barrens and Ashenvale, and those between the Barrens and Dustwallow Marsh.
		The use of mountains made the world seem much smaller to me as most every area was a little contained valley.

		I have found a plethera of Iron, Mithril, Silver and Truesilver as well as some really decent drops that bring a few gold a piece in the AH as well as vendor items which make this area a good place for farming, leveling and skilling up that mining to Thorium (yes mining above 250)
		From Ironforge take the griffon to Menethil, the boat to Theramore, griffon to Gadgetzan, go north into Dustwallow Marsh, you will be entering the Shimmering Flats.
		Now if you ran from Theramore, then you would be running through Dustwallow Marsh.
