I would have to say that grammar-wise, German would be harder than Dutch from an English-speaker's point of view, as it retains much of the case system usage, and the inflection which goes along with it, which has been effectively lost, fixed expressions like "Vader des vaderlands" and like aside, in modern Dutch.
Particularly, Dutch has the use of /G/ and /sx/, which are relatively more difficult for an English-speaker than the /g/ or /x/ (which may be realized as [C]) used in German where Dutch uses /G/, and the /S/ used in German where Dutch uses /sx/.
Likewise, Dutch has a large number of novel diphthongs which would be significantly harder than German's use of just /aI/, /aU/, and /oI/, which are in no fashion at all novel to an English-speaker.

And trying to put a basically Romance based orthography in place would simply not serve English well from a phonological standpoint, due to the commonness of many phonemes in English that would have to be specified in rather roundabout fashions in such.
In addition, a mixed Germanic/Romance-type orthography would be out of the question from a stylistic standpoint, just due to being incoherent and inconsistent from an aesthetic point of view.
