Dutch roll is a type of aircraft motion, consisting of an out-of-phase combination of "tail-wagging" and rocking from side to side.
The Dutch roll mode can be excited by any use of aileron or rudder, but for flight test purposes it is usually excited with a rudder singlet (short, sharp motions of the rudder to a specified angle, and then back to the centered position) or doublet (a pair of such motions in opposite directions).
Dutch roll is also the name (considered by professionals to be a misnomer) given to a coordination maneuver generally taught to student pilots to help them improve their "stick-and-rudder" technique.

In the case of dutch roll I believe it's the lack of yaw stability combined with the effects of dihedral in the usuall free flight or rudder+elevator models that causes the back and forth rolling effects.

The fact is that the amount of roll effect due to sweep depends on the cosine of the sweep angle, and (more importantly for this discussion) on the lift coefficient.
To do a slow roll with rudder + sweep, you would have to reverse the direction of the rudder during the second half of the roll to keep the roll going in the same direction it had in the first half.
Too little wing dihedral and the dutch roll goes away, but you get spiral instability (i.e.: in a turn, the plane wants to steepen up the bank and wind itself into a "graveyard spiral", all by itself).

I was once taught to do Dutch Rolls as a coordination exercise- in this case you were supposed to rock the wings, while keeping the nose pointed STRAIGHT ahead.
I am aware that performing dutch rolls can be part of a stability exercise during flight training in small aircraft.
