  Meir Simcha of Dvinsk - Wikipedia, the free encyclopedia
Meir Simcha of Dvinsk (1843-1926) was a rabbi and prominent leader of Orthodox Judaism in Eastern Europe in the early 20th century.
In Dvinsk, his counterpart was the Hasidic Rabbi Yosef Rosen, known as the Rogatchover Gaon or by his work Tzofnath Paneach.
In Dvinsk, he received visitors from the whole region, and was frequently consulted on issues affecting the community at large, including Poland and Lithuania.

Dvinsk is one of the chief depots for artillery of the Empire.

Dvinsk was bombarded time and again by the Germans, but wasn’t destroyed.
Since he was niftar at the Metropol Hotel in Riga, the Jews of Riga demanded that he be buried in their city, while the Jews of Dvinsk insisted that he be buried in the city where he had served as rav for so many years.
Dvinsk itself was in a state of deep mourning, and all of the Jews of the city came to accompany Rav Meir Simcha on his final earthly journey.

This book, written by a 43-year resident of Dvinsk who immigrated to South Africa in 1928, is a memoir rather than a scholarly work.
It does an excellent job of conveying the flavor of Jewish life in Dvinsk from the turn of the century through World War I. It gives a portrait of the daily life of the Jews, against the background of the larger social changes occurring in Russia.

In 1776, the Vitebsk, Dvinsk, and Polotsk provinces formed a separate Polotsk Gubernia (in 1778-1796 namestnichestvo) numbering 11 uyezds: Drisa, Dinaburg, Lyutsin, Nevel, Polotsk, Rezhitsk, Sebezh, and Surazh uyezds.
As a result of the formation of the Gomel gubernia in April 1919, the Senno uyezd of Mogilev gubernia (July 1919) and the Orsha uyezd of Gomel gubernia (November 1920) were given to the Vitebsk gubernia.

This suggests to you either (a) that the powers that be reckon they have time to beat the invaders before they reach Dvinsk or (b) that there are no heavy units to deploy in defence of the bridges.
