The dystopic vision rejects utopianism's ideals as being "naive" and "unrealistic," and is focused on the harsh realities of life: people are going to be greedy, malevolent, petty, and harsh no matter how much education or money they have.
The dystopic vision is disillusioned about a lot of things, and while that can promote a realism that utopianism lacks, the dystopic vision can (and often does) lose the hope that permeates the utopian.
(Dystopics and utoics alike both seek for the truth, of course.) So, the Trek universe is made more dystopic and therefore becomes more full and real and true to the dystopics, while at the same time confusing and in some cases offending the utopics, particularly in a show that has had a utopic tradition.

This is a very dystopic concept to many Americans, who are traditionally raised to believe that hard work and persistence are what it takes to achieve their dreams, not that their very destiny is entwined in their genome.

In contrast, the term "dystopia" means "bad place," and dystopic novels usually present a very unpleasant imaginary place where the ominous tendencies of our own world, be they social, political or technological, are projected into some near future world (the most famous examples being George Orwell's 1984 and Aldous Huxley's Brave New World).
The point of the dystopic novel is to provide us with a cautionary tale (that is, a story with a warning) about the effects of excessive adherence to "norms" already existing in our world.

To illustrate this, he use the main character of the book as an example that even choosing to be extremely bad is better than having to be good against your own free will.
The language in the book is something of the most entertaining I've ever seen in a dystopic novel, the narrator and his friends are talking in a beautiful slang in which language flow is of central importance.

It didn't recognize "dystopic" as a word but listed dystopia: an imaginary place where people lead dehimanized and often fearful lives.
But, in exactly the same way that we talk of a Utopian society, I can personally see no reason whatsoever not to speak of a Dystopic society if the piece you quote is referring to such a nightmare.
It doesn't sound wrong to me, but the dictionaries seem to prefer dystopian rather than dystopic, though anyone who knew what a dystopia was would understand what was meant by dystopic.

Winston's knowledge of this is incredibly frustrating to him as he sees everyone around him believing the party and he knows that there is nothing that he can do or say.
