Purnell Hooley was passing a tarworks in 1901.
He called his company Tar Macadam (Purnell Hooley's Patent) Syndicate Limited, but unfortunately he had trouble selling his product as he was not a very competent businessman.
The area was remarkably dust-free compared to the surrounding road, and it inspired Hooley to develop and (An official document granting a right or privilege) patent Tarmac in (A monarchy in northwestern Europe occupying most of the British Isles; divided into England and Scotland and Wales and Northern Ireland) Britain.
