Enhanced 911 or E911 service is a North American telephone network (NANP) feature that automatically associates the physical address with the calling party's telephone number.
The location information provided is normally integrated into emergency dispatch center's computer-assisted dispatch or CAD system, to provide the dispatcher with an on screen street map that highlights the caller's position and the nearest available emergency responders.
Voice over IP calls also have issues with E911, and some calls are not routed to 911 at all.

 Congress mulls more help for wireless E911
The General Accounting Office has found that wireless E911 is several years away in many states, raising the prospect of piecemeal availability across the country for an indefinite period.
The bills also would require states to stop spending money raised for E911 for other purposes and to coordinate their actions with telecommunications carriers and equipment manufacturers.
Congress wants states to certify that E911 fees are not being diverted in order to qualify for the federal matching grants, which would cover no more than 50 percent of the cost.

It's astonishing that with that report in hand (and with knowledge of what VoIP service providers were working on themselves [VON Coalition 2005 white paper pdf]) an independent agency would demand that E911 be implemented by "interconnected VoIP" services in 120 days.
As far as I can tell, there hasn't been time for this facilitation, information exchange, and consensus development to happen, and no one is telling the local telephone companies to charge reasonable rates or work more efficiently.
