The EBRD was set up in 1991 to assist the former communist countries of Eastern Europe in their transition to market economies.
The EBRD and the European Commission launched the EU/EBRD SME Finance Facility in 1999, to encourage growth and development of SME's by facilitating their access to loans, leasing and equity finance from local financial intermediaries in the candidate countries for EU accession.

EBRD lost a lawsuit in the Russian courts in 2000 after Runicom SA produced documents which it claimed showed that the loan had already been repaid to another concern - so it did not owe EBRD a penny.
Senior banker Elizabeth Wallace, is quoted in EBRD's dossier as saying: "In the course of the investigation carried out by the EBRD, we discovered that the documents produced by Runicom contained numerous inconsistencies which pointed to the fact that some of documents had been forged at a later date.
The EBRD took the case to the appeal court in Russia and in January 2002 it won a judgment in its favour for £9m.

The EBRD has been considering the loan for years already but so far seems hesitant to come up with the loan, as the project fails to meet many of the criteria the bank has formulated for such projects.
EBRD representative were asked to come, but they didn't, so people went up to leave a petition in the office.
As there is no EBRD office in Rivne, the action was used to inform the public wich responded positively: more than 3,500 signatures against K2/R4 project were collected to back up a petition.
