 CNN.com - ECB cuts growth outlook - Dec. 13, 2001
The ECB is under pressure to cut rates again, with concerns that the 12-nation euro zone could follow Japan and the United States into recession.
In its December bulletin, the ECB predicts growth of between 1.3 and 1.7 percent in 2001, down from its previous forecast of between 2.2 and 2.8 percent published in June.
The ECB bulletin also said the outlook for inflation has remained stable since June, as there are signs that price pressures will continue to ease, mainly due to lower oil and energy costs.

Second, ECB officials are proud to observe that the ECB's decisions are based on what policy is believed to be appropriate for the euro area as a whole--to the extent that discussion of specific regional developments is discouraged at Governing Council meetings.
ECB officials observe that if minutes were published then Council members would risk coming under heavy pressure from local politicians and media to vote in accordance with national interests, which would run counter to the European spirit of decision making.
As the ECB is charged with interpreting as well as maintaining this price stability objective, and is granted formidable independence, in practice it would appear implicitly to support the ECB as the final arbiter of what constituted a risk to price stability, in the event of a dispute with the Ecofin concerning exchange rate policy.

The ECB has always maintained that the level of the euro is not its concern, but intervention to bolster the currency could be justified on the grounds that a falling currency tends to result in inflation.
The ECB's mandate is to keep inflation in the 11-nation euro-zone under control.

Another difference with the Fed is that the ECB's economics and research directorate works in principle for the GC as a whole, but its research tends to be aggregated by Chief Economist Issing, who is said to open the meeting with an economic exposition that concludes with a recommendation on interest rates.

 CNN.com - ECB defies calls for rate change - Jan. 8, 2004
Financial markets, which had widely expected the ECB would keep its key rate at two percent, were eager to hear what Trichet had to say about the euro.

The stronger-than-expected currency means both growth and inflation may pan out lower than the ECB has forecast and the 12 nation single currency bloc may not get close to its cruising speed towards the end of 2004 as now predicted.

Euro - Wikipedia, the free encyclopedia
The euro is administered by the European System of Central Banks (ESCB), composed of the European Central Bank (ECB) and the Eurozone central banks operating in member states.
The ECB (headquartered in Frankfurt am Main, Germany) has sole authority to set monetary policy; the other members of the ESCB participate in the printing, minting and distribution of notes and coins, and the operation of the Eurozone payment system.
This is attributed in part to the ECB's duty to check inflation across the Eurozone, which in high-performing countries such as Republic of Ireland is above the ECB's target.
