While ECN is inextricably tied up with the need to have a reasonable active queue management mechanism at the router, the reverse does not hold; active queue management mechanisms have been developed and deployed independent of ECN, using packet drops as indications of congestion in the absence of ECN in the IP architecture.
ECN as an Indication of Persistent Congestion We emphasize that a *single* packet with the CE codepoint set in an IP packet causes the transport layer to respond, in terms of congestion control, as it would to a packet drop.
Thus, ECN uses the ECT and CE flags in the IP header (as shown in Figure 1) for signaling between routers and connection endpoints, and uses the ECN-Echo and CWR flags in the TCP header (as shown in Figure 4) for TCP-endpoint to TCP-endpoint signaling.

The goal of the ASN.1 Encoding Control Notation (ECN) is to replace these informal encoding schemes with a standardized machine processable solution which will be powerful enough and flexible enough to handle the encoding needs of present and future application areas.
The Encoding Control Notation (ECN) allows specifiers to define their own encoding rules by referencing standardized encoding rules and modifying some of their characteristics (for example, one may want to use the whole standardized PER set but for the boolean values that would remain encoded on octets), or even to set up completely new ones.
ECN will prove useful in application domains that require a particularly optimized transfer syntax (in terms of size or speed of encoding/decoding).
