		While ECN is inextricably tied up with the need to have a reasonable active queue management mechanism at the router, the reverse does not hold; active queue management mechanisms have been developed and deployed independent of ECN, using packet drops as indications of congestion in the absence of ECN in the IP architecture.
		ECN as an Indication of Persistent Congestion We emphasize that a single packet with the CE codepoint set in an IP packet causes the transport layer to respond, in terms of congestion control, as it would to a packet drop.

		The goal of the ASN.1 Encoding Control Notation (ECN) is to replace these informal encoding schemes with a standardized machine processable solution which will be powerful enough and flexible enough to handle the encoding needs of present and future application areas.
