 ECOSOC to Provide Advice, Support for Haiti�s Long-Term Reconstruction, Development
The request for longer-term assistance was made to ECOSOC at a 15 July meeting in New York, by Roland Pierre, Minister of Planning, Environment, Reconstruction and External Cooperation of Haiti.
According to the resolution on a “Long Term Programme of Support for Haiti” (document E/2004/L.44), the President of ECOSOC is asked to hold consultations on the composition, modality and mandate of the Ad Hoc Advisory Group and report back to the Council’s resumed session in September.
The high-level segment of ECOSOC, 28–30 June, “firmly placed the concerns of the least developed countries on the forefront of the international agenda and provided an opportunity to reflect on how to work towards mobilizing resources to achieve the Millennium Development Goals in the LDCs”, Ambassador Rasi said in her 23 July closing remarks.

ECOSOC will hold a review and appraisal during its Coordination Segment, 2 and 6 July 2004, on the implementation of its agreed conclusions (1997/2) on mainstreaming a gender perspective into all policies and programmes in the United Nations system.

YEREVAN, JUNE 28, ARMENPRESS: During a June 23 session of the UN Economic and Social Council (known as ECOSOC) Armenia was elected unanimously to ECOSOC commission on population and development, receiving the accord of the East European countries.
ECOSOC is the principal organ to coordinate the economic and social work of the UN and the specialized agencies and institutions.
The main function of the is to serve as the central forum for discussing international economic and social issues, and for formulating policy recommendations addressed to member states and to the UN system.

Participation arrangements in ECOSOC and its commissions and other subsidiary organs may be supplemented, however, to include "other modalities of participation." This principle provides flexibility for the UN to continue building upon innovative practices such as government-NGO panels, dialogues, briefing and hearings.
NGOs already in consultative status or on the roster will as a rule be accredited for participation to UN conferences on request, while other NGOs must apply and submit information on the competence of their organization and the relevance of its activities to the work of the specific conference.
Processed and completed applications are submitted to the ECOSOC Committee on NGOs for consideration at one of its two annual sessions, which normally take place during the first three months of the year.

The meeting concluded without the adoption of a Ministerial Declaration, with ECOSOC’s President Arkam noting in the closing plenary that negotiators did not appear to be ready at this stage to formalize agreements ahead of the upcoming UN General Assembly High-level Plenary – or “2005 World Summit” – taking place in September 2005.
ECOSOC President Munir Akram (Pakistan) informed delegates that, while the usual procedure for a High-level Segment is to adopt a declaration, it had proved difficult to reach agreement at this meeting.
He suggested that some delegations might be concerned that formulating an agreement now could be prejudicial to formulations that happen at the UN General Assembly High-level Plenary/World Summit in September 2005, and that it was perhaps not appropriate at this stage to compel countries to take formal positions on some of the key issues.

The Economic and Social Council (ECOSOC) is the principal UN body coordinating the economic and social work of the organization.
ECOSOC President Marjatta Rasi proposes that for the Council to reclaim its relevance it must improve cooperation with the Presidents of the General Assembly and the Security Council and work more closely with the Bretton Woods Institutions.

 Millennium Review Meeting Bulletin - Curtain Raiser
The ECOSOC process aimed to support the implementation and review of the conferences by providing the basis for their substantive integration in the UN system, as well as maintaining the political visibility and profile of the issues that provided the thematic basis for each conference.
In accordance with ECOSOC resolution 2004/58, the Commission convened High-level plenary meetings on the ten-year review of the implementation of the Copenhagen Declaration and Programme of Action and the outcome of the twenty-fourth special session of the General Assembly.
The High-level segment concluded with the adoption of a Declaration that underscores the linkages between the Copenhagen commitments and the internationally agreed development goals, including those contained in the Millennium Declaration, recognizing the implementation of the Copenhagen commitments and the attainment of the international development goals as mutually reinforcing.

The theme for this year's ECOSOC High-Level Segment dialogue is "The Role of the United Nations System in Supporting the Efforts of African Countries to Achieve Sustainable Development".
In preparation for this event, to be held in Geneva, from 16 to 18 July 2001, the UN Department of Economic and Social Affairs plans to organize six panels covering various aspects of the theme.
The Division of ECOSOC Support and Coordination has designated UNESCO as the lead agency for the organization of the panel devoted to "Higher education in Africa in the information age".

Following the success of World No Tobacco Day 2004 with the theme Tobacco and Poverty, (which was only possible thanks to everyone's support), the Tobacco Free Initiative has continued to work in several fronts to raise the relevance of the relationship between tobacco and poverty.
TFI was also present providing technical inputs during the 30th plenary meeting of the ECOSOC 2004 Substantive Session.
All this work culminated in the adoption, by the ECOSOC, of a new Resolution on Tobacco Control, adopted on 23 July 2004.

 Statement to ECOSOC: ITEM 12: REPORT ON REGIONAL COOPERATION
The Forum outcomes include consensus on the broad policy thrust for the development of information technology in Africa and agreements around concrete proposals for implementation at the country level with the support of UN and other external partners.
This is in line with the Secretary-General's recommendation to ECOSOC that high level political leadership is required if Africa is to capture the benefits and avoid the pitfalls of the information age.
ADF constitutes a key opportunity for Africa and its partners to build on the momentum gained from the recent international conference in Durban, and to upscale Africa's response to the pandemic.
