		Member nations of ECSC pledged to pool their coal and steel resources by providing a unified market for their coal and steel products, lifting restrictions on imports and exports, and creating a unified labor market.
		When overproduction of coal became a problem after 1959, especially in Belgium, the ECSC demonstrated its flexibility by reducing Belgium’s coal-producing capacity by 30% and by making available large sums of money to aid in retraining miners and developing new industries.
		The executive machinery of the ECSC provided an important precedent for the future growth of a united Europe: the nine-member High Authority, which became a part of the European Commission in 1967, was chosen by the member governments and made independent of those governments.

	ECSC-Coal: European Coal and Steel Research (Coal)
		Pursuant to the terms of Article 55 of the European Coal and Steel Community (ECSC) Treaty, the Commission "shall promote technical and economic research relating to the production and increased use of coal and steel and to occupational safety in the coal and steel industries".
		In addition, the Treaty establishing the European Community states in article 130f, that "the Community shall have the objective of strengthening the scientific and technological bases of Community industry and encouraging it to become more competitive at international level,...".
		In order to fulfill the objectives stated in the ECSC treaty, levies are raised on Community coal and steel products and uses part of these levies to finance coal and steel research programmes.

The Boston College men's ski team won the ECSC Eastern Regional Championship with first and second place finishes in the giant slalom and slalom held on February 23 and 24 at Waterville Valley, N.H. The women finished fourth overall after two fourth place finishes in the slalom and giant slalom.
		Leading the way for the men and placing third individually in regional competition was senior Barry Connolly (Milton, Mass.) who raced to an eigth place finish in the slalom and finished third in the giant slalom event posting a two-run time of 1:31.39.
