Zero interchange effectively shifts $150 million a year in Eftpos costs from banks to retailers - a cost that retailers say would have to be passed on to consumers.
Paul Wood, director of aspiring Eftpos entrant MoneySwitch, which wants to process credit and Eftpos transactions for merchants, says if the banks get their way on zero interchange now, there is no incentive for them to tackle access.
In the debate so far, the communications cost of an Eftpos transaction and the cost of Eftpos equipment upgrades have largely been ignored, allowing consumers to believe that without an interchange fee the transaction would be free.
