  Spero News: Canadian Lutherans reject same-sex blessings
ELCIC delegates attending the July 21-24 governing body meeting voted against the measure in a resolution that fell short of the two-thirds majority needed for it to pass.
The ELCIC also takes guidance from a 1970 statement by the former Lutheran Church of America on sex, marriage and the family, which refers to homosexuality as a departure from the norm.
The ELCIC is Canada's largest Luthern church, with approximately 182,000 members in 624 congregations throughout five regional synods.

The Evangelical Lutheran Church in Canada (ELCIC) (French: Eglise Evangelique Lutherienne au Canada) is Canada's largest Lutheran denomination, with 182,077 baptized members in 624 congregations.
The Church derives its teachings from the Bible and confess the three ecumenical creeds of the Christian Church--that is, the Apostle's Creed, the Nicene Creed and the Athanasian Creed.
Like the ELCA a presiding bishop serves as its head, but in the ELCIC, this bishop is known as the "National Bishop." The current National Bishop is the Rev. Raymond L. Schultz.

Bishop Sartison, National Bishop of the ELCIC from 1993-2001, attended the Eighth Assembly of the WCC in Harare, Zimbabwe, December 3-14, 1998.
This record breaking year for GHDA is attributed to the generosity of ELCIC members who responded to emergency appeals to assist with relief efforts in the wake of the Southeast Asia tsunami, Hurricane Katrina and Pakistan/India earthquake disasters.
GHDA is a standing appeal of the ELCIC through which members are encouraged to respond regularly to the needs of the poor, the disenfranchised and the marginalized both in Canada and around the world.

ELCIC congregations are being called upon to circulate the petition among their members so that they may sign it as well.
NCC members also decided that the tradition of Jubilee compels them to examine ELCIC practices to assure that the church reflects the values that the sworld leaders are being urged to live by.
The previous convention had instructed that the theme appertain to discipleship, and the council said that it felt that issues and actions stemming from the Jubilee theme are both timely and pertinent to discipleship.

 Study predicts critical clergy shortage
Many churches, including those within the ELCIC, are losing congregations due to migration of members to cities, fewer babies brought for infant baptisms and the inability of smaller congregations to suppport full-time pastors.
The church-wide initiative encourages ELCIC members to consider pastoral or diaconal ministry in the church.
An ELCIC press release calls the event "a first step in a process of encouraging and enlisting professional church leaders." On 'It's Your Call' Sunday, each member of the church is invited to fill out a form nominating a potential candidate for ordained or diaconal ministry.

In it the synod petition[s] the ELCIC National Church Council(NCC) to initiate a study of the theological, ecclesiological, and pastoral implications of authorizing a parish based local option to perform same-sex blessings and bring appropriate recommendations to the 2005 ELCIC National Convention.
The ELCIC in convention has stated that we are a church welcoming to gay and lesbian persons, and many will agree that discrimination on the basis of sexual orientation is contrary to the Charter of Rights and Freedoms.

Since the Waterloo Declaration of 2001, the ELCIC and the Anglican Church of Canada (ACC) recognise one another's rites, ministries and sacraments, and have been working in close partnership.
And earlier in November, the governing body of ELCIC, its national council, adopted a plan for addressing the issue, following a Supreme Court ruling in June leading to the legalisation of same-sex marriage by the governments of the provinces of Ontario and British Columbia.

Of the 408 votes cast, five ballots were spoiled, 183 voted yes and 220 voted no. By a motion passed on the floor earlier in the day, delegates needed to pass the resolution by a two-thirds majority in order for the motion to carry.
At the Saturday night Hymn Festival, recognition of service was bestowed on outgoing members of National Church Council, retiring ELCIC Vice President Rev. Susan Johnson, and Rev. David Pfrimmer who left the position of Director of the Lutheran Office for Public Policy to pursue the position of Principal Dean at Waterloo Lutheran Seminary.

Given that most church bureaucracies tend to move at a glacial pace, the ELCIC has moved at the ecclesiastical, equivalent of the speed of light toward blessing “local option” for same-sex blessings.
At its June 2004 convention, the Eastern Synod (the ELCIC’s largest) petitioned the National Church Council (NCC) “to initiate a study of the theological, ecclesiological and pastoral implications of authorizing a parish based local option to perform same-sex blessings and bring appropriate recommendations to the 2005 ELCIC National Convention.”
Other than being described as “ELCIC scholars,” whose essays provide “the very best in scholarship and pastoral wisdom,” there is no indication of how the authors were selected or how the topics were assigned to them.

 News Release - Canadian Lutherans Present Themselves to LWF Assembly
Titled “The ELCIC Presents Itself,” the show attempted to give LWF delegates an impression of the role played by this small Lutheran church in a vast and diverse nation.
The ELCIC is hosting the LWF Assembly during its gathering in Winnipeg from July 21 to 31.
A video of the ELCIC was backed up by a musical quartet led by Vancouver musician Steve Maddock playing a jazz rendition of “Our Love is Here to Stay.” The group also performed a jazz medley leading up to an entrance parade of the six synod and national bishops of the ELCIC.

According to the authors of the open letter, “The essence of the new strategy is this: to leave in church law books the orthodox standards calling Christians to fidelity in marriage and sexual abstinence in singleness, while inventing procedural devices permitting church bodies and officials to disregard the standards at will”.
This article by a lay member of the ELCIC concludes that there is no basis to extrapolate from the recent convention vote that “our church”, namely, the various congregations and associated parishioners within the ELCIC, are split about 50:50 on the matter.
The first delegate to lead off the debate with respect to the ELCIC National Church Council's resolution concerning same-sex blessings and speaking in favour of the local option made the observation that "There are two theologies in the hearts and minds of our people".

Paragraph 1 of the motion deals with a 35 yr old social statement, adopted in 1970 by one of the predecessor churches of the ELCA and the ELCIC.

At its June 2000 meeting in Turku, Finland, the LWF Council decided by a significant majority to hold the Tenth Assembly in Winnipeg, Manitoba, Canada, in 2003.
The secret ballot vote was between the Evangelical Lutheran Church in Canada (ELCIC) and North Elbian Evangelical Lutheran Church in Germany.
During a plenary presentation by an ELCIC team prior to the vote, Sartison likened the hosting of an LWF Assembly to a "coming home.…the most humbling implication of such a choice by the Council being that the LWF member churches would be coming to our home.
