The ELN guerrillas were seriously crippled by the Anorí operation carried out by the Colombian military from 1973 to 1974, but managed to reconstitute themselves and escape destruction, in part due to the government of Alfonso López Michelsen allowing them to escape encirclement, hoping to initiate a peace process with the group.
The ELN survived and managed to sustain itself through the extortion of private and foreign oil companies, including several of German origin and large-scale kidnapping, and, to a lesser degree, with indirect profits from the drug trade such as the taxation of crops.
The ELN did not participate in the peace process that the administration of Andrés Pastrana Arango attempted during 1998 to 2002 with the FARC, though it did engage in exploratory talks, kept contacts and discussed the possibility of eventually joining a peace initiative.

Indeed, the sight of Francisco Galán and Felipe Torres--two jailed ELN leaders on leave from their prison near Medellín--mingling in a Geneva hotel lobby with President Andrés Pastrana's top peace negotiators, 80 representatives from Colombian civil society, and other fellow insurgents, was emblematic of the special nature of the peace process in Switzerland.
The ELN successfully attracted followers during its early years; its most notable member, the charismatic priest Camilo Torres, was killed in combat and quickly became a celebrated martyr.
These divergences set off a lengthy debate in the ELN, leading to its decision in 1996 to pursue a peaceful resolution of the war through a new model that was not centered exclusively around bilateral talks between government and guerrilla leaders.

The last attempt at peace talks with the ELN -- also hosted by communist Cuba -- broke down in December 2002 after the sides failed to agree on a framework for negotiations.
The ELN was formed in 1964 by university students and a handful of radical Catholic priests who took up arms inspired by Fidel Castro's triumphant guerrilla struggle in Cuba.
