Introduction of the F40PH series was spurred as a replacement for the EMD SDP40F type, Amtrak's first series of locomotives built new for them since inception in 1971.
This led to the introduction of the F40PH, based on the proven EMD GP40 series freight locomotives using a two axle truck of known reliability.

I have the bachmann f40ph, but if the kato one was out, I would not have bought it.
I have an MBTA F40PH that I custom painted, and it's OK. Not great, not bad, but OK. Dimensions are reasonably accurate (way better than Bachmann), but to get it looking right, you need to drill all the hand rail and grab iron holes and put them all in.

Amtrak, America's passenger railroad, used to feature almost exclusively the venerable F40PH's from EMD for power on most of its long haul trains.
Today, many of the F40PH have been bumped in favor of newer GE's, sometimes referred to as Genesis units, but the F40PH's continue to live on as backups and lease units.
