The EMD FL9 was a dual-power locomotive, capable of operating both as a conventional diesel-electric locomotive and as a third rail electric locomotive, built between October 1956 and November 1960 by General Motors Electro-Motive Division as a custom order for the New York, New Haven and Hartford...

List of GM-EMD locomotives - Wikipedia, the free encyclopedia
Cowl units, originally produced at the request of the Santa Fe, had a full-width 'cowl' body built on a hood unit frame which provided all the structural strength; the bodywork was cosmetic, rather than a load-bearing bridge truss frame as in cab units.
In addition to the more common models noted above, EMD built several motorized railcars, integrated streamliner trainsets, and experimental locomotives at the beginning of the streamline era in the late 1930s.
The vast majority were EMD engines and components inside a carbody built by another manufacturer, since EMD did not have the ability to build their own bodies until 1936.

In 1987, Soo Line began retiring the Milwaukee SD40-2’s, and the next year, the 21 1974-built units were returned to EMD and placed in the lease fleet.
After operating in Milwaukee Road "fl patch" paint for several years, most were painted into EMD’s medium blue and white scheme, a simplified variant of the then demonstrator scheme worn by the SD60’s, GP59’s, and GP60’s.
Our Ready-to-Roll model is EMD 6381, formerly Soo Line 6381, and originally Milwaukee Road 171, built in July 1973 as EMD builder’s number 72640-1, the first of an eleven unit order.

Trainorders.com Discussion :: Eastern Railroad Discussion :: GP59 and GP60 differences?   (Site not responding. Last check: 2007-11-05)
The GP59 and GP60 are built on the same frame and have the same cab, but that's where the similarities end.
Because of the smaller engine, EMD simply enlarged the generator/clean air compartment on the GP59 to make up the difference to use the same frame.
On the GP59, the accessory compartment (the portion of the long hood between the engine compartment and the long hood end) is longer and that makes the radiator grilles appear shorter to the eye, but they are the same size as used on the GP60.

This scheme was introduced on the demonstrator SD70M units, and a number of SD70M Lease units were built in that scheme, although later EMD lease units in that batch were painted solid maroon.
There were no "Dash-2" demonstrators, EMD just switched from non- modular controls to modular controls in January 1972, and nobody got a choice.
The next group of demonstrators were the 710 engine units, GP59, GP60 and SD60, and the SD60 in light blue and white in csxmu's post illustrates that scheme.

The EMD slant-nose E's were used by many railroads, and the 3, 4, and 6 being nearly identical will allow a good model with a few optional parts to cover a lot of ground.
A Rail Power quality shell would be a nice addition to their line, because this is a relatively straightforward EMD design and there are tons of parts from Cannon, Detail Associates, and others which could be used to make a first rate model.

The SW1504 was fundamentally a SW1500 mounted on EMD's Blomberg trucks, instead of the Flexicoil trucks or switcher trucks available on the SW1500.
The Blomberg truck, universally used on EMD's larger four-axle units, was larger than the Flexicoil truck and required a 2 ft (610 mm) increase in overall length.
These locomotives were in many respects a transitory design between the SW1500 and EMD's later MP15DC.

 Trainorders.com Discussion :: Western Railroad Discussion :: EMD F 59 PH
To answer the question, the F59PH is a cowl, passenger version of the EMD GP59, of which NS was the major purchaser.
Only difference is that the 710 12-cylinder engine is rated for 3200 HP on the F59PH, and is rated for 3000 HP on the GP59.
It's just a different injector rack setting and slight engine RPM increase in Notch 8 that give the extra 200 HP, sort of the same situation with the 300 HP difference in the same prime mover in the SD70M and the SD75M (4000 vs. 4300 HP).
