  About EOP
EOP, like SEEK in CUNY and HEOP at private institutions, was established in 1967 to fulfill New York's commitment to access to higher education for educationally and economically disadvantaged citizens.
The major benefits of EOP are that it provides a vehicle to gain admission to college and then makes available the counseling and tutoring support so valuable for students whose economic and educational circumstances have already placed them at a disadvantage.
EOP students have been identified as students who have the talent and ability to succeed in college but have been placed at a disadvantage for access by financial and academic circumstances.

The Educational Opportunity Program (EOP) at SUNY Oswego is structured to offer every student a range of exciting opportunities as well as all the assistance students may need in the pursuit of their academic goals.
EOP is part of the Office of Learning Services (OLS), which is responsible for offering out-of-classroom academic services to all Oswego students.

 EOP Learning Communities
EOP, enacted by law in 1969, is a state mandated program that provides access to a college education for first generation college students.
EOP provides special admission consideration, academic advising, financial assistance and retention services to eligible undergraduate students who are California residents.
Unlike the university learning communities program, students in an EOP Learning Community are required to participate in the program and are placed in a learning community on the basis of their EPT and ELM test scores and EOP admission status.
