A firm's decision to invest in an EPZ is not determined solely by the cost of labour, but also by such factors as the overall quality of the labour force and the political stability of the country and the region in which the EPZ is located.
These 12 EPZ countries and areas tend to be among the most dynamic of the newly industrialized countries, and the dynamism of their entire economy could be the main reason for this performance.
EPZs were apparently never conceived with this broader aim in mind, but if one accepts this view, it is clear that cost-benefit analyses of EPZ projects are probably too narrow, and tend to miss this central point.

While the pros and cons of establishing EPZs as part of a country's industrialization and employment-promotion strategies undoubtedly merit examination, this is beyond the scope of this paper which focuses on the social and labour dimensions of the operation of EPZs.
EPZ host countries are generally locations that facilitate access to major markets for certain products under preferential terms and offer advantageous conditions for carrying out the labour-intensive parts of the production process.
In situations where neither the government nor EPZ authorities set a minimum wage rate, then the worker with no contract in writing, is particularly vulnerable since there is no record of the wage that had been agreed with the employer.

The Success of the EPZ Sector As part of a strategy of export-led growth, the Malagasy Export Processing Zone (EPZ) law was adopted in 1989 to provide a number of tax incentives (exemption from import duties, tax holiday on corporate income) to firms that export at least 95 percent of their production.
Since the inception of the EPZ in the 1970s, the textile and garment industry in Mauritius has enjoyed a high degree of vertical integration whereby a variety of local suppliers are capable of feeding into the next element of the supply chain.
Developers of EPZ zones qualify as EPZ themselves according to the law and hence, for the purpose of this analysis it was assumed that the developer would be exempt from import duties and income tax.

Although one major aim of the EPZ programme was to promote manufacturing in Namibia, the Oshikango EPZ currently does not have a single company involved in manufacturing.
But, the Offshore Development Company, which is tasked by the EPZ Act to oversee the development of the regime in Namibia, maintains it is still too early to measure the successes and failure of the EPZs as most companies have only been in existence for less than three years.

Companies granted EPZ status in Namibia are not compelled to abide by the full labour laws governing other companies in the country and strikes and lockouts in EPZs are not allowed.
At a tripartite round table discussion on labour relations in the EPZs this week, a representative of the Metal and Allied Namibian Workers Union (Manwu) Bobby Kandjala, said many workers in the EPZ companies are being subjected to unfair treatment by employers who enjoy protection under the law.
However, Williams Nkuruh from the Offshore Development Company, which is tasked by the EPZ Act to oversee the development of the zones, said his company was strict on the applicability of the Labour Act in the EPZ, except for strikes and lockouts.

The government has decided to establish Export Processing Zone (EPZ) in Arusha, aiming at turning Mererani into a huge centre for mining and processing raw-tanzanite, it has been announced.

The Government of Bangladesh is under increasing pressure from the Government of the USA to allow workers to unionise in the EPZ's.
Their compromise is that a referendum should be held amongst workers of the EPZ's in which Management, the employers, would explain to workers the idea of a Workers Welfare Committee (WWC).
The recent tragic series of fires in garment factories in Bangladesh highlight this urgent need for workers to have a say in the workplace and for their rights and lives to be protected.
