Espy was the assistant secretary of the state's Public Lands Division from 1980 to 1984 and the assistant state attorney general from 1984 to 1985.
Espy was elected as a Democrat to the One Hundredth and to the three succeeding Congresses and served from January 3, 1987, until his resignation January 22, 1993, having been appointed Secretary of Agriculture in the Cabinet of President William J. Clinton.
Espy refused to plea bargain and on December 2, 1998 he was acquitted of all 30 criminal charges in the trial.

Espy, a multi-term congressman, who resigned his office to take the top USDA post, woke up this morning facing a federal grand jury indictment alleging he received a little more than $35,000 in favors for himself, his brother and his girlfriend.
Espy was indicted on 39 felony counts including mail and wire fraud, violations of the Meat Inspection Act of 1907, taking illegal gratuities, making false statements and tampering with a witness.
The mainstream media seems to think Espy was simply off the wall, one day asking the Chairman of Quaker Oats for a couple of tickets, worth about eighty bucks, to a Bulls game, and later accepting a couple of thousand dollars from another agribusiness to cover his stay at the Super Bowl.

All told, Espy is accused of accepting more than $35,000 in gifts from individuals and businesses he was supposed to be regulating, failing to reveal the items as required on annual financial disclosure reports, and then lying to investigators about them.
He said that Espy was running a massive department, which at the time had a $60 billion annual budget, and was engaged in such policy issues as attempting to reorganize the USDA, pushing for stricter standards on food safety and handling a host of international trade issues.
