The eTOM (enhanced Telecom Operations Map) is a guidebook, the most widely used and accepted standard for business processes in the telecommunications industry.
eTOM is a common companion of ITIL, an analogous standard or framework for best practices in information technology.
Both of these frameworks are part of the larger context of Total Quality Management, in which many industries have since 1950 increasingly formalized their business processes and metrics in search of higher quality, fewer defects, and greater efficiency.

“eTOM defines which processes are important to customer acquisition, such as fulfilling an order or conducting quality assurance—or, in the case of billing, the process for collecting CDRs or collecting on bad debts,” says Martin Creaner, CTO of the TMF, explaining that each process has multiple levels.
Although eTOM is the “business map” for NGOSS, it has standalone value as carriers seek to define relationships among elements of their back-office systems.
He likens eTOM to musical notes and ITIL to the symphony that results from combining the notes in an optimal fashion.
