The President of the Council is a Minister of the state currently holding the Presidency of the Council of the European Union; while the Secretary-General is the head of the Council Secretariat, chosen by the member states by unanimity.
The Council is assisted by the Committee of Permanent Representatives (COREPER), which consists of the ambassadors or their deputies from the diplomatic representations of the Member States to the European Communities.
The Council of the European Union is the main legislative institution of the EU.

 12th GCC-EU Joint Council / Ministerial Meeting - Joint Communique
The EU and the GCC reaffirmed the importance of the Syrian and Lebanese tracks for a comprehensive peace settlement in the Middle East, in accordance with UNSC resolutions 242 and 338 and the principles agreed at Madrid in 1991, notably the principle of land for peace.
The EU and the GCC noted the gradual improvement of relations with Iran and hoped that it would be possible to address outstanding issues of serious concern.

 Turkey’s EU Bid - Council on Foreign Relations
Austria is the remnant of the Habsburg and Austro-Hungarian Empires, historic rivals of the Ottoman Empire that preceded Turkey; Ottoman Turks laid siege to Vienna in 1529 and 1683.

The Council noted James Wolfensohn's letter of 2 November in which he requested on behalf of the parties that the EU consider playing a third party monitoring role at the Rafah crossing point on the Gaza-Egypt border.
The Council urged the Israeli government to cease all activities in the Palestinian territories, including settlement building, the construction of the separation barrier as well as the demolition of Palestinian homes, which are contrary to international law and threaten to make any solution based on the co-existence of two states physically impossible.
The Council called for the re-opening of Palestinian institutions in East Jerusalem in accordance with the Roadmap, in particular the Orient House and the Chamber of Commerce.

The EU Council of Ministers is demonstrating that the concept of democracy is alien to the EU.
As the Council is trying to look for a compromise with the European Parliament on the proposal for patenting of computer-implemented innovations (software patents), it should base its work on the final decision taken by the plenary session of the Parliament, not on that of the Commission or of the Legal Affairs Committee.
The Council proposal documents 8253/04 and 8253/04 ADD from April 6 are not accessible "due to the sensitive nature of the negotiations and the absence of an overriding public interest" according to the Council's General Secretariat.

The institutions of this Agreement are the Council of Ministers, the Committee of Ambassadors and the Joint Parliamentary Assembly.

 DRC: Security Council endorses EU force
The Council passed the resolution on Tuesday, authorising the reserve force - to be known as Eufor R.D. Congo - to support United Nations troops seeking to stabilise the vast country and provide protection to civilians "under imminent threat of physical violence".
The decision to engage the EU reserve force in its assigned tasks will be taken by the European Union, upon a request by the UN Secretary-General or, in emergency cases, in consultation with MONUC, with MONUC providing the necessary logistical support to EU force on a cost-reimbursement basis.
At the same time, the Security Council called upon all Congolese parties to demonstrate their commitment to democracy by ensuring that the forthcoming general elections are free, fair, peaceful and transparent and would be held in accordance with the timetable of the country's Independent Electoral Commission.

 Letter to the Council: What happened on 7th March 2005 ?
In its press release of this monday, the Luxembourg Council Presidency claims to have adopted a Common Position backed by a qualified majority, but it appears that this majority does not exist and that there were multiple violations of procedural rules.
The Council Presidency in its initial speech mentions that Denmark, alongside with Poland and Portugal, indeed asked for a B-Item, but that their request was inadmissible.
This means that so long as the Council makes sure it does not incite motions from 4 Parliaments and declarations of concerns from 9 member states (7 last Monday, 2 in May 2004) regarding its political agreement text, there is little chance of a request like that coming up and actually surviving a vote.
