But these are in danger of being set aside at a meeting of the EU's Competitiveness Council of Ministers in May. Senior patent officials from across Europe are already trying to "negotiate" a script for the meeting to follow.
It is believed that the UK government is pressing hard for the Council to reject all but a very few of the most cosmetic of the Parliament's amendments, and instead to closely follow its previous November 2002 draft text, which is even worse than the infamous McCarthy report.
The European Parliament's rules for second reading make it far more difficult for MEPs to fix a bad text from the Council, because any amendments need an absolute majority of all of the 623 elected MEPs -- ie usually far more than 50% of those actually voting in the chamber.

Both agreed that the EU influence in the UN is expected to increase further when the European bloc expands to 25 countries from the current 15 next year.

EU governments, while in favour of halting testing on animals in the EU, oppose an import ban on all cosmetic products tested on animals outside the bloc.
If Parliament's version of the law is finally agreed, it could end testing within the EU from 2005 and ban products from abroad tested on animals five years after the law comes into effect, probably late 2007.
EU Industry Commissioner Erkki Liikanen told deputies before the vote it would be better to seek the support of WTO members first for animal welfare to be considered sympathetically in trade relations, although he conceded EU efforts in this area had generated little support to date.

In its plenary vote on the 24th of September, the European Parliament approved the proposed directive on "patentability of computer-implemented inventions" with amendments that clearly restate the non-patentability of programming and business logic, and uphold freedom of publication and interoperation.
The members of the European Parliament deserve thanks for their efforts in understanding the social consequences of this admittedly difficult technical decision.
In 2002 the patent administrators of the Council pushed for unlimited patentability, although according to the procedural rules of EU legislation it was not yet their turn.

The EU Council adopted the draft software patent directive on 7 March, despite the European Parliament's (EP) request to restart work on the directive.
The EP later decided to investigate whether the EU Council broke procedural rules in adopting the directive, which it is claimed will allow the widespread patenting of software in Europe.
If the directive had been restarted, as was requested by the Parliament, it would have been easier for changes to be agreed as the first reading requires only a simple majority of votes cast.
