 [Ping] Japanese encoding schemes and the WWW
Because of the ambiguity between Shift-JIS and EUC, there is usually a division between support for ISO-2022-JP and EUC and support for Shift-JIS, though some software will support all encodings.
When text is encoded with EUC, it does indeed stand out from ASCII-- but it then becomes indistinguishable from any other locale-specific EUC encoding, such as EUC-encoded Chinese or Korean, for instance.
Let's combine the maps for all three encoding systems, together with ASCII (which we'll represent as a "first byte"), and see what we get.

EUC-JP, JIS strings cannot be converted correctly when they include non-SJIS characters because they are converted to SJIS before being converted to UTF&.
On converting Unicode to SJIS (and EUC-JP/JIS), those encodings that cannot be converted to SJIS (except "EMOJI") are escaped in "&#dddd;" format.
If it includes ISO-2022-JP(JIS) escape sequences, the encoding is jis.

Anyway, in these days, I am using TB as my daily feed aggregator, and cannot see EUC-JP feeds in that is really a problem for me. Maybe I should use some hours to look into the source code....
Considering Mozilla Suite browser and Firefox can handle these non-ISO-2002-JP Japanese encodings correctly, this is just a bug in Mozilla Mail code.
Mozilla family e-mail clients are always having a weakpoint in rendering Japanese messages.

It is a very common requirement in Japanese IT to convert between these - for example, to convert a directory of HTML files from EUC to Shift-JIS.
There is also a phonetic syllabaryt called "half-width katakana" encoded in the top half of the code page.
