EUROCONTROL is the European Organisation for the Safety of Air Navigation, an international organisation whose primary objective is the development of a seamless, pan-European Air Traffic Management (ATM) system.
This civil and military organisation currently has 34 member states; its headquarters are in Brussels.
EUROCONTROL develops, coordinates and plans for implementation of short-, medium- and long-term pan-European air traffic management strategies and their associated action plans in an effort involving national authorities, air navigation service providers, civil and military airspace users, airports, industry, professional organisations and relevant European institutions.

Eurocontrol had disputed the jurisdiction of the Court arguing that as an international organization dealing with the Community as equals on the basis of rules of public international law the Court was precluded from ruling on the question submitted.
Having established that Eurocontrol's activities were of a non-economic nature connected with the exercise of public authority the Court concluded that an international organization did not constitute an undertaking subject to the provisions of Articles 86 and 90 EEC.
Eurocontrol's claim is all the more surprising since the filing of a suit by one state in the courts of another is considered as a waiver of immunity in respect of any counter-claim that arises out of the same dispute.

The AudioSoft solution to the complex requirements of the Eurocontrol VLS was a recording system comprising of six AudioPC-2080 systems (each an 80 channel recorder) which met the requirement of 400 recorded channels with the addition of a hot standby system of 80 channels.
In 2002 Eurocontrol handled 1,182, 601 flights, the peak day was 27 September, when 3,869 flights were processed through the Centre’s airspace.

Head of the Eurocontrol director general's cabinet Jean-Jacques Sauvage says the agency is aware that the situation of air navigation service providers (ANSP) has changed and claims the agency is changing too.
The service providers in all 34 Eurocontrol member states by the end of 2005 will be corporatised, Sauvage points out, giving them more autonomy from government and more responsibility for costs.
He says that Eurocontrol is not the regulator, even if it is mandated to enact some regulation on behalf of the European Commission, and maintains that "they [CANSO] cannot say they are not consulted", but says they want to play a direct part in rulemaking, which they cannot do.

A five-year renewable Agreement for Cooperation was signed today in Brussels by the Director General of the European Space Agency (ESA), Antonio Rodotà, and the Director General of Eurocontrol, Victor M. Aguado.
The Agreement establishes a general framework for cooperation and support between the two organisations regarding the use of space technology for civil aviation purposes in areas of common interest such as satellite navigation, telecommunications and the environment.
A Joint Committee of ESA and Eurocontrol representatives will be responsible for the administration of the Agreement and for ensuring its implementation, by examining potential areas for concrete cooperation, evaluating the status of ongoing activities, identifying specific action required and reviewing its general functioning.
