On October 28 1994, Mel Anthony Yap Cruz was declared topnotch among the winners in the national search for the Ten Outstanding Boy Scouts of the Philippines during the awarding rites held at the GSIS Auditorium.
As a scout, he attended two memorable international activities hosted by the BSP, namely the 12th Asia-Pacific Jamboree (1992) and the 1st ASEAN Scout Jamboree (1994).
He was an Eagle Scout Awardee (1995) and, prior to that, a Maginoo Rank Scout (the highest level for Young Scouting and a Kab Pag-Asa Awardee (the highest level in Kab Scouting) as well.

 The Language of Scouting
This award was developed to introduce Scouts to basic boardsailing skills, equipment, and safety precautions; to encourage the development of skills that promote fitness and safe aquatic recreation; and to lay a skill and knowledge foundation for those who will later participate in more advanced and demanding activities on the water.
Example: "In 2010 the Boy Scouts of America will celebrate its 100th anniversary." The abbreviation is BSA (without periods) and is used with the article ("the BSA") when used as a noun.
Scouting professionals with a direct or supporting membership responsibility must have a gain in membership in their service area on June 30 over the same period one year before and a gain in total units to be in the Winners' Circle.

Scout Applicants : Duly registered with the Boy Scouts of the Philippines; not less than 14 years old nor more than 17 ½ years old at the time of the Jamboree; at least a Venturer Rank Holder; in good health and of sound physical condition.
The same ideals who shaped the scouts of the past who are now still actively participating in the building of this nation.
Last Saturday, I was happy to see former scouts who are practicing doctors and lawyers while others have their own businesses and are all still active, in one way or another, in the fraternity.

As a movement whose leadership is overwhelmingly volunteer, the Boy Scouts of America recognizes the need to acknowledge the invaluable services that men and women render to youth.
Although the criteria are different for each of these awards, there is one common thread: The recognitions are granted by one's own peers in Scouting for distinguished service to youth.
