Tolkien's universe, Middle-earth, Manwë Súlimo (from the Valarin Mânawenûz) is the King of the Valar, husband of Varda Elentári, brother of the Dark Lord Melkor (Morgoth), and King of Arda.
Manwë is (after Melkor) the eldest of the Ainur, and the one that best understood the will of Eru.
He released Melkor from Mandos, thus allowing him to cause the distrust of Fëanor, the Poisoning of the Two Trees, the murder of Finwë, the theft of the Silmarils, and the revolt of the Ñoldor.

I am in a quandary about this because I do not see that Manwë would have charged the Eagles with the help of the party, both from the rescue against the wolves, and also the Battle of Five Armies.
Gandalf was charged to enter Middle-earth in a human form, and aid and prepare the people against the coming Darkness and to unite the races in an alliance if he could, but not to overtly exert his own might and splendour in the overthrow of Sauron.
Both Eagles interventions came after Bilbo discovered the Ring, and in such a case, it was of utmost importance that the Orcs not recover the Ring.

In answers #2 & #4, Eagles were stated as one of the armies, this is not so, the Wargs(or giant wolves) were the 5th army(along with orcs on one side, and the other side were dwarves, men, and elves).
The Eagles did fight with dwarves, men, and elves,(as well as the bats mentioned in one answer for the other side.) but they can not be considered one of the armies for a few reasons.
It reads: "Manw‰ will not descend from the Mountain until the Dagor Dagorath, when Melkor returns.", and in a explanatory note it says: "This is a reference to `the Second Prophecy of Mandos', which is not in the Silmarillion".

Back in Valinor he was chained within the fastness of Mandos for three ages until Manwë pardoned him and let him loose.
Not only were the Eagles Manwë’s vassals, but they spoke the language of Men and Elves, so it did not take a Wizard to communicate with them, specifically.
I would have to say that the Eagles had many means of receiving news, from Manwë himself, from Elves (remember Galadriel sent the Lord of the Eagles to look for Gandalf after the battle with the Balrog), and from their own eyes and messengers.
