BELLOMONT, or BELLAMONT, Richard Coote, earl of, colonial governor of New York and Massachusetts, born in 1636; died in New York, 5 March 1701.
Bellomont had not been long in this country when the news came that Kidd had himself turned pirate, and the governor was even accused of complicity with him.
Soon after the May session of the general court in 1700, Bellomont returned to New York, where he attacked the illegal traders with such vigor that a petition against him was sent to England.

Bellomont, in need of money, helped to devise a shady plan that would involve enlisting wealthy aristocrats to fund Kidd's voyage to the Indian Ocean, where the Captain would plunder pirate ships, and upon his return divide the booty between the backers.
Bellomont, promising anonymity, convinced four British government officials to back the expedition: the Earl of Romney, the Earl of Orford, Sir John Somers, and the Duke of Shrewsbury.
But Bellomont, aware of his own shady involvement in the commission and still wanting his share of the loot, arrested Kidd and shipped him off to England.

Allen and the people brought before the governor their respective claims and complaints, in regard to the proprietorship of the province; whereupon he advised the revival of courts of justice, in which the vexatious but important controversy might be legally decided.
To this end, the necessary acts were passed by an assembly that had been called; but before the judges had been appointed, the Earl retired from the province, where he had remained less than three weeks, leaving the appointment of the judges and the administration of the government in the hands of Partridge, the lieutenant-governor.

In letter after letter to London, Richard Coote, Earl of Bellomont, the Colonial Governor of New York in 1699 called Long Island a "great receptacle for pirates." Rhode Island was also notorious for harboring pirates; but Governor Bellomont said that Long Island (then called Nassau Island) was worse, especially the east end of it.
Naturally the Colonial authorities smiled upon it Just previous to Lord Bellomont's Governorship, there was another Royal Governor, Benjamin Fletcher, who enjoyed the friendship of really terrible, bloodthirsty pirates such as the notorious Captain Tew.
The inventory of those bags of gold dust, bars of silver, pieces of eight, rubies great and small, diamonds, candlesticks, porringers, and so forth is still preserved; a duplicate is in the East Hampton Library.
