 AN ACT CONCERNING EARLY CHILDHOOD EDUCATION.
The commissioner, in consultation with the Early Childhood Education Cabinet established pursuant to section 1 of this act, shall develop criteria for the awarding of such grants.
This bill creates an eight-member early childhood education cabinet to (1) advise the governor on matters relating to school readiness programs and (2) within available appropriations, advise the education commissioner on policies and initiatives to meet existing law’s general school readiness goals.
The early childhood education cabinet consists of the education, social services, public health, children and families, and mental retardation commissioners or their designees; two persons appointed by the governor that represent a local or regional school readiness council; and the secretary of Office of Policy and Management (OPM) or his designee.

The statutory body New Zealand Council for Educational Research acted recklessly in publishing a blatantly anti-private sector report that relies on biased information and flawed evidence, ACT Education Spokesman Donna Awatere Huata said today.
From reading this report, it is abundantly clear that the author knew what outcome she wanted to reach, then tried to stich together facts to prove that private education providers should be regulated out of existence.
And it is a huge blow to the credibility of this organisation that this report should be released exclusively to a newspaper before private providers even had an opportunity to read it.
