Early Day Motion, or EDM, is a motion put down ("tabled") by Members of Parliament calling for a debate on a particular subject.
In practice, there is rarely time to debate EDMs nowadays and their true modern-day purpose is to enable MPs to draw attention to an issue and to canvass support for their views by inviting other Members to add their signatures in support of the motion.
EDMs, amendments to them, and the names of signatories to both, are circulated in the Vote Bundle, the daily working papers of the House of Commons.

An Early Day Motion (EDM) is a motion put down, or tabled, on the order paper by a group of Members of Parliament calling for a debate on a particular subject.
In the 18th and early 19th centuries, Members had ample opportunity to raise matters of interest to them in debate, since a large part of the time of the House was available for their Bills and Motions.
Motions were notified to the House in general by a Member announcing in the Chamber that he proposed to raise such and such a question, though written notice could also be given.

George Howarth MP, Chair of the European Capital of Culture 2008 All-Party Group today urged Westminster authorities to lift a ban on an Early Day Motion that was drafted in support of the City of Liverpool and Capital of Culture in 2008.
The motion was to be the first of its kind, with Liverpool poet Roger McGough drafted in for creative assistance.
The Motion begins: "That this House congratulates the people of Liverpool," for their role in securing the city's status as European Capital of Culture in 2008, and calls on Members to support the city as it prepares for 2008.

 Early Day Motions
An Early Day Motion (EDM) is a device used by MPs within the House of Commons.
EDMs rarely lead on to a full Parliamentary debate - their purpose is mainly to draw attention to an issue that concerns that MP, to publicise the issue and allow the MP to canvass support.
An EDM is usually in the form of a statement signed by the MP who tables it, and hence forms an on-record show of their viewpoint on the issue.

The modern-day purpose of EDMs is to allow MPs to express their opinion on a subject and to canvass support for their views by inviting other members to add their signatures in support of the motion.

Motions can be brought forward at any time by any MP, and there is no limit as to how many they can bring forward.
