East Carroll Township was created on January 5, 1910 from what was formerly Carroll Township.
Carroll Township was formed January 1, 1840 from a portion of Susquehanna Township.
It was named for Archbishop John Carroll, of Baltimore, Maryland, who was a cousin of Charles Carroll of Carrollton.

Carroll Township is bounded by Cumberland County on the north, Monagahan Township in the east, Warrington Township on the south and Franklin Township on the west.
The Harrisburg and Potomac Railroad crossed the northern edge of the county along the Yellow Breeches Creek and the Mechanicsburg and Dillsburg Railroad spur connected Dillsburg at the north end of the Borough.
Since the land west of the Susquehanna was purchased from the Indians in 1736 and, since it is recorded that preaching services were held locally as early at 1737, it may be concluded that the approximate date of settlement is between 1735 and 1740.
