Well yes, although that tended to apply to the East and Central divisions, not so much West, which is much more rural and somewhat more affluent.
The other point that needs to be borne in mind is that the all-out Metropolitan results in 2004 were just about as bad as it gets for Labour in these areas - so the lack of councillors is a relatively poor measure of a seat's inherent Labour sympathies at the moment.
