London has, since the 1930s, possessed a ring road within its urban area, highlighted by the numbers A406 and A205, and (in the north at least) improved here and there to a decent standard.
The tunnel crossing was chosen over a bridge as it reduced the amount of property demolition required.
It ran east through Streatham Vale, with a three-level free flowing junction terminating the M23 near the railway junction, before joining the south side of the railway towards Thornton Heath.

7 July 2005 London bombings - Wikipedia, the free encyclopedia
Unfortunately the 7.40 train to London was cancelled that morning and a later train would have made it physically impossible to travel between the two stations in the time-frame alleged.
For most of the day, central London's public transport system was effectively crippled because of the complete closure of the underground system, the closure of the Zone 1 bus networks, and the evacuation of Russell Square.
Much of King's Cross station was also closed, with the ticket hall and waiting area being used as a makeshift hospital to treat casualties on the spot.

London Docklands is a huge area stretching 8 miles from London Bridge to Beckton; it is over 2000 hectares (8 square miles), equal in size to Westminster and the City combined (Fig 1 - 64kb).
Although London Transport and the LDDC played a vital role in planning and justifying the scheme and reinforcing Olympia and York's lobbying, in the early days it was almost entirely due to OandY that the idea attracted government attention and support.
London Transport had already invested heavily in the DLR and their concentration was now focused on solving congestion and reliability problems in the rest of London's network.
