East Lothian Council commented that, while it was sympathetic towards the proposal, it would not wish to change the boundary because of the adverse impact on electoral parity.
East Lothian Council was asked to make copies of the electoral ward boundary descriptions, electoral statistics and illustrative maps available for inspection at their offices.
East Lothian Council was consulted and concluded that including the whole of Port Seton within Ward 9 would have involved the transfer of a substantial number of electors from Ward 10, thereby creating unacceptably high divergence from electoral parity in both wards.

Because of the latter change, the town of Musselburgh is part of the Lothians Regional constituency for the Scottish Parliament, while the rest of the county of East Lothian is, much to the confusion of local residents, not part of the Lothians, but of South of Scotland.
The western corner of East Lothian around Prestonpans and Tranent is a former mining area however the western part around East Linton and Dunbar has more in common with rural Berwickshire, which used to be part of the parliamentary constituency until 1983.
East Lothian District council was firmly in Labour hands in 1984, and remained solid until the 1992 elections when Labour's majority was slashed dramatically from seven to just a single seat as the Tory vote surged throughout the county.

Power is thus bestowed on the Scottish Parliament to make local government responsible for the administration and financing of any or even all areas of government provision in Scotland, retaining only legislative powers at the Parliament itself.
By giving the Scottish Parliament full control over the local authority remit which includes revenue raising responsibilities and the definition of its functions, New Labour is leaving the back door wide open to Scottish independence.

The majority of people in Scotland and England believe that it is wrong for Scottish MPs to vote on English matters, and whether or not it is acceptable for a Scottish MP to become prime minister is related to this.
It is a fair settlement to have a Scottish parliament and my answer to English nationalism is the same as my answer to Scottish nationalism: it is foolish, and wrong and backward looking, and we can modernise the UK for today's world.
