The West North Central States form one of the nine geographic divisions within the United States that are officially recognized by that country's census bureau.
Seven states comprise the division: Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota and South Dakota, and it makes up the western half of the United States Census Bureau's larger region of the Midwest, the eastern half of which consists of the East North Central States of Illinois, Indiana, Michigan, Ohio and Wisconsin.
Beginning in the early 1990s, the West North Central division has consistently had the lowest unemployment rate in the United States (especially in its many college towns), and has also been noted for its plentiful supply of affordable housing.

Crime and Violence in Rural Communities
The image of "crime-free" rural areas was born and grew as the centers of crime shifted to the cities located in the East, along the Great Lakes, and on the waterways of the Mississippi River system, which themselves were experiencing rapid population growth and population mobility as new waves of immigrants came to this country.
Traditional rural areas, principally in the Southern and Western states, and rural areas dominated by mining and timbering historically have higher rates of violence, which are associated with the use of violence as an accepted means of resolving conflict (Nisbett, 1993).
A study by Donnermeyer and Kreps (1986) of one rural county in north central Ohio noted that 36 percent of the respondents were aware of incidents of vandalism occurring within the past year to people they knew.

On March 25, 1863, Wisconsin adopted a blue flag bearing the state coat of arms on the obverse side and the national arms on the reverse.
Many were unhappy that the Wisconsin flag could not be easily distinguished from other state flags, owing to its use of the most popular American design pattern--a blue field with a central state emblem.
Therefore, in 1979 the flag underwent further modification: the name of the state was added above the arms, and its date of admission to the Union (1848) was inscribed below.

On a white field the flag showed design elements from the state seal--a rock on a stretch of land with water and the rising sun behind it, plus a shield bearing the national stars and stripes in the claws of a bald eagle.
A ribbon in the beak of the eagle bore the motto of Illinois, "State sovereignty--national union," and the dates 1818 (for statehood) and 1868 (for the first use of the state seal) were shown on the rock.
As in a number of states, some complained that the flag could not readily be identified when displayed with other state flags.
