This register is the result of Pennsylvania's Gradual Emancipation Act of 1780, passed on March 1st, which sought to end slavery in a non-disruptive way.
It guaranteed property rights by allowing all slaveholders to keep their current slaves for life and provided a clear distinction between a slave and a free Black person by borrowing a feature of colonial property law which was used in settling property disputes: all property had to be registered.
The necessity for this registry became apparent when numerous abuses under the Gradual Emancipation Act of 1780 were observed and publicized by the Pennsylvania Society for the Abolition of Slavery.
